The Finnish Government has on 27 May 2015 launched a Strategic Government Programme (subject to review by the Finnish Parliament). The Programme proposes to amend the existing feed-in tariff scheme regarding the quota for wind power plants. Currently, the feed-in tariff quota for wind power plants is subject to a maximum capacity limit of 2,500 MVA. According to the proposed amendment, the maximum capacity would be reduced to approximately 2,000 MVA, which in practice means that the Finnish governmental funding for wind power plant projects will decrease. Therefore, the amendments may pose a threat to the overall financial outlook of many potential wind power projects in Finland. However, those who have already been granted a tariff quota decision and/or accepted into the current feed-in tariff scheme, will not be affected negatively in the sense that they will be included in the proposed amended feed-in tariff scheme.
The Programme further states that ways to enhance wind power cost efficiency will be examined during the ongoing four-year electoral period.
Due to the proposed reduction of the feed-in tariff quota, the number of pending tariff quota decision applications to the Finnish Energy Authority has recently increased rapidly and longer handling times are expected.
